WHITE PINE COUNTY LIBRARY MASTER PLAN

2014-2019

 The White Pine County Public Library serves a population of approximately 10,000 residents in a geographical area of 8,941 square miles.  The majority of the residents live in the City of Ely, which is in the county seat and the location of the library.  Library service to the rural communities such as Lund, Preston, Cherry Creek, Baker, McGill located in the county is provided biweekly through the regional bookmobile operated by Elko County Library.  Elko County and White Pine County Libraries share in the operating cost of the bookmobile.  Many of these patrons are students who are attending schools in these areas or home schooling programs.  The bookmobile averages 470 transactions per week or a yearly circulation of 20,701 with approximately 6,500 visitors.  The library provides three public service outlets: senior center, County Jail and Ely Conservation Camp.  A homebound library service is provided for those who cannot get to the County Library.  A year round story hour program is offered for children two years of age and up.

 The library is governed by a 5 member board of trustees and has a staff of 6 employees (4.025 FTE).  The library facility has approximately 11,000 square feet.  Total holdings are approximately 40,662 volumes (4.00 volumes per capita) with a per-capita circulation of 3.5.

 Currently 4,867 or 48% of the residents are library cardholders and 1550 are registered Internet users.  Individuals continue to take advantage of online education, which continues the demands for research materials and technology access.  Some residents are looking to broaden their knowledge on topics that affect their daily lives, while others are traveling to far away places.

 The Library Director and Library Board of Trustees continuously to work with the Board of County Commissioners for an adequate operating budget. The library has met and will continue to meet the challenge of working within the budget by pursuing grants, fundraising opportunities and donations in order to meet the needs and demands of the residents of White Pine County.

 MISSION OF THE LIBRARY

 The mission of the White Pine County Library is to serve the total community by providing free and open access to the ideas and information available on all subjects and in all formats.

GOAL A:   Achieve a high level of public awareness through marketing of the Library’s activities, services and goals.

Objective 1:  Develop and implement methods, as well as social media, of measuring public needs and satisfaction with library services.
Objective 2:   In each of the five years, develop at least three (3) public service announcements for radio and at least eight (8) news media promoting library services and collection.\
Objective 3: In each of the five years, present at least three (3) programs to local community/service organizations.
Objective 4:  Continue to maintain an Internet home page and a special young people’s page to encourage educational use of the Internet.  Expand social media and technological advances to keep current.

GOAL B: 
Strengthen library collections to keep pace with local demands and needs.

Objective 1:  Continuously update the collection as needed.
Objective 2:  Utilizing grant and local funds, purchase or lease materials in various formats on a regular basis with special emphasis on best-sellers, children and young adults, college and careers, Nevada sources, and electronic resources.
Objective 3:  Strive to maintain a 4 volume per capita collection.
Objective 4:  Build partnerships with business and organizations to develop collections.
Objective 5:  Continue to use Interlibrary Loan and electronic resources as an adjunct to collection development when needs cannot be filled by local resources.

GOAL C:  Provide services and programs that are efficient, cost effective and responsive to the community’s needs.

Objective 1:  Offer as many story hour programs per week as needed and explore educational library programs for adolescents and young adults.  Also continue to participate in the statewide summer reading program.
Objective 2:  Offer free library programs each year for adults and children.
Objective 3:  Coordinate with community resources to offer public awareness programs. 

GOAL D:  Increase staff productivity and effectiveness.

Objective 1:  Seek adequate funding during budget hearings to increase current staff levels.
Objective 2:  Continue training of one staff member to be knowledgeable for technical management and to train other staff members.
Objective 3:  Provide staff opportunities for continuing education and/or certification with the State of Nevada through participation in library meetings, including the Nevada Library Association annual conference, NLA NE (Nevada Library Association Northeast) District meetings, workshops, formal course work, online, webinar, video conferencing, etc.

GOAL E:  Improve access to library materials/services for all residents of the County.

Objective 1:  Seek adequate funding during budget hearings to increase operating hours to the public.
Objective 2:  Strive for adequate staffing to provide and improve outreach services to day care, Head Start, Early Head Start, homebound and cooperate with social service agencies.  Also provide summer outreach story hour programs to outlying communities when resources allow.
Objective 3:  Continue to maintain public service outlets to the senior center, Ely Conservation Camp and White Pine County Jail.
Objective 4:  Continue to support bookmobile services for our rural communities and schools in our County that are without a library facility. 

GOAL F:  To build partnerships with formal and informal education institutions.

Objective 1: 
Prior to school starting, each year, a packet will be sent to all White Pine County schools to inform teachers and parent organizations about library services and encourage class tours.
Objective 2:  Continue to develop collections and programs.
Objective 3:  Support education projects for early childhood programs and parents who are home schooling their children.

GOAL G:  To provide convenient, accessible and attractive library services and facilities that meet community needs.

Objective 1:  The library will continue to act as a community forum by providing free meeting room space, displays, and exhibits of community interest, notices about public meetings and miscellaneous informational services such as distribution of income tax services and voter registration forms.
Objective 2:   The Library Board and Director will pursue funding and community support for ongoing projects.

GOAL H:  To plan for and provide the most effective technology to improve delivery of library services.

Objective 1:  
Continue to provide Internet and current technology. Improved patron access to technology and downloadable audio will continue to be a priority.
Objective 2:  Convert the White Pine County newspaper card index to machine readable form.
Objective 3:  Continue to cooperate with other libraries in the development of a shared database and other technology advances by active participation in CLAN (Cooperative Library Automated Network).
Objective 4:  Identify equipment that would enhance and expand technology access for business use and patrons with special needs, such as voice activated computers. 

GOAL I:  To ensure that the library receives adequate financial and community support to carry out its mission.

Objective 1:  Continue to work with the Friends of the Library on fundraising projects.
Objective 2:  The Library Director will investigate and pursue all appropriate available sources of outside funding such as grants, endowments by researching, writing and submitting of grant applications.
Objective 3:  The Library Board of Trustees and Library Director will continue to work closely with the County Commission and County Finance Director in providing adequate County support for library operations.
Objective 4:  Library revenue resources such as fines and fees will be reviewed annually as part of the budgeting process.
